  Much of the technology we use in our daily lives was created by building off existing technologies in previously unimagined ways. New York’s infrastructure — from the mechanical ventilation system that made the Holland Tunnel possible to the steel frames that allowed New York City’s buildings to be some of the first skyscrapers — is no exception.

  When Gov. Andrew Cuomo charged us with gathering a team of engineers to review plans to rehabilitate the L subway train tunnel under the East River, ahead of the shutdown scheduled for later this year, it was an opportunity to view the project through fresh eyes and to consider how modern innovations could change the way tunnels are renovated — with safety as the top priority.

  Our external review of the Metropolitan Transportation Authority’s plan for fixing the tunnel — parts of which were severely damaged by saltwater during Hurricane Sandy in 2012 — allowed for a healthy flow of new ideas. It also allowed for a unique collaboration among civil, mechanical and electrical engineers, bringing more outside perspectives to this challenge.

  The result is a new approach that would use emerging yet proven technology in ways that enhance the tunnel rehabilitation process as well as the tunnel’s safety.

  When the M.T.A. set out to repair the century-old tunnel after the hurricane, it was working without any comparable models. Our team of six engineers from Cornell and Columbia Universities — who collectively spent hundreds of hours on the project over three weeks — benefited immensely from the thousands of hours of testing, analysis and design that went into the original plan.

  But we found that the planning was based on assumptions that were worth reconsidering.

  The M.T.A. plan, for example, called for removing and replacing the entire bench wall, the concrete structure that houses the power and signal cables along the tunnel. Large portions of the bench wall were damaged by Sandy’s flooding, causing potential dangers for the track. And cables housed in the bench wall that had been inundated by saltwater may still be corroding.

  We recommend moving away from a bench wall system that holds cables and instead suggest adopting a racking system. Many modern tunnels rack cables along the wall and protect them with state-of-the-art fire-retardant jacketing.

  The racked cables offer a long-term solution and have the advantage of providing easier access for routine maintenance and future cable upgrades, including the planned transition of some cables to fiber-optic within the coming 18 months.

  With a plan to mount the cables along the wall, we then asked ourselves whether removing all of the bench wall — a time-consuming, fraught and expensive endeavor — was necessary. In fact, inspections have indicated that, at most, 40 percent of it is damaged, and we have proposed demolishing only the heavily damaged sections, leaving intact the structurally sound parts.

  The purpose of the bench wall in the new plan is solely to provide a pathway for access by maintenance workers and an emergency exit.

  The parts to be removed would be replaced with a fiberglass or steel walkway that is considerably easier to install than a new concrete structure. Proven fiber-reinforced polymer — a solution used to strengthen critical load-bearing infrastructure such as bridges — would be used to further strengthen remaining bench wall.

  In replacing only the damaged sections, the work can be done in increments on nights and weekends — and we would avoid the total shutdown of the subway line. Our plan would also reduce the amount of hazardous silica dust that results from demolition of the bench wall. We recommend the whole process be monitored by an external agency to further ensure safety.

  A high-tech laser system, known as Light Detection and Ranging, or Lidar, would be used to monitor the structural integrity of the bench wall and the tunnel itself. Smart fiber-optic sensor cables installed along the structure could detect any shifts or cracks, enabling the transit agency to identify, then repair or remove bench wall as needed in the years to come.

  All other upgrades in the original plan — increasing pump capacity, renovating track and stations, enhancing flood resiliency — remain in our plan.

  We are aware that our proposal is a unique approach to the tunnel restoration. Some have referred to it as a “patch job” — but nothing could be further from the truth.

  We applaud the agency for its willingness to consider our recommendations. We hope this collaboration between the M.T.A. and our external team can serve as a model for the rest of the country as it addresses aging infrastructure.

  Innovative thinking and advancements in technology are best produced by diverse teams of people with varied expertise and fresh perspectives — something New York and its academic institutions have no shortage of. By adopting this plan, New York can continue to uphold its legacy as a leader in infrastructure.
